Cat-Proofing an HDB Flat: A Room-by-Room Checklist (Windows, Balcony, Gate, Toilet Vents)

A room-by-room checklist for cat-proofing an HDB flat before the 31 Aug 2026 cat licensing deadline: every window, toilet vents, balcony doors, gate and yard.

If you keep a cat in an HDB flat, 31 August 2026 is a date to have in your calendar. That is when the two-year transition period for pet cat licensing ends; from 1 September, keeping an unlicensed pet cat becomes an offence. The licence itself is quick and, until the deadline, free. The part that takes actual work is the condition attached to it: keeping your cat in a safe environment.

The licence conditions spell that out. Owners must take reasonable steps to protect their cats from hazards, "including but not limited to installing mesh, grilles, screens or other barriers to prevent the cats from roaming or falling from height". NParks is already following up: since licensing began it has looked into 61 reports of cats and dogs falling from height and taken action against 21 owners, mostly for oversights. One case was a cat that went out through an unmeshed kitchen window in a flat where the living room windows were meshed.

That last detail is the whole point of this checklist. Cat-proofing fails at the one opening you skipped. So here is every opening in a typical HDB flat, room by room. If you are new to the topic, our guide to cat mesh in Singapore is the place to start; this article is the walk-through.

First, the paperwork

Bedroom and living room windows

The obvious ones, and still where most falls happen because they are open the longest.

  • Mesh every window that opens, not just the ones the cat likes. Cats find the one you left out.
  • Choose by load rating, not by look. 50+ kg is our baseline for cat homes (the Core), 70+ kg (the Pro) for cats who launch at birds. If a product does not publish a rating, ask for it. Renting? Our guide to cat mesh for rental flats covers landlord consent and moving out.
  • Grilles are not enough on their own. Standard HDB grille gaps are around 10 cm, wide enough for a kitten. We explained why in are window grilles cat-proof; the fix is mesh behind the grille, and the grille stays.
  • Check the edges. A perfectly good mesh with a 3 cm channel at the frame is a mesh with a cat door. This is the mistake we see most and it tops our list of cat mesh mistakes.
  • Lock it. A curious cat can nose a loose screen open; every one of our frames has a child lock.

Toilet and kitchen windows, including the vents

This is where owners cut corners, and it is where SPCA draws a hard line. Adopters must mesh all windows and gates, including bathroom ventilation windows, and whole windows must be meshed, not partially. SPCA also says Velcro, mosquito-grade and magnetic meshes are not accepted because they are not strong enough.

  • Toilet windows. Small, high, usually louvred or top-hung, and cats reach them from the cistern. Louvres leave gaps when open. Mesh the inside of the opening; where the recess is too narrow for a boxed frame, our boxless Sleek with reinforced stainless steel 316 fits.
  • Toilet ventilation openings. Some older flats have a small vent above the toilet window or door. Cover it; a kitten's head fits places you would not believe.
  • Kitchen windows. Usually casement, above the sink, left open while cooking. Same rules as the bedrooms, but pick a mesh you can wipe oil off: stainless steel 316 or PVC-coated pet mesh both clean up fine.
  • Do not rely on "the cat never goes in there". The NParks kitchen window case is exactly that story.

Kitchen to service yard

Most HDB service yards are effectively outdoors: a railing or a full-height opening with a drying rack.

  • Treat the yard as outside. The simplest rule is that the cat does not go into the yard at all. Mesh the door or opening between kitchen and yard so the kitchen is the boundary.   • If the cat must have the yard, every yard opening needs a full-height barrier, with the railing gaps netted or meshed right down to the floor. Cats go under and between rails, not just over.

Balcony and sliding doors

Balconies are the biggest single opening in the flat, and HDB rules restrict what you can fix to the parapet, so most owners handle it at the sliding door instead.

  • Mesh the sliding door between living room and balcony. A full-height mesh door makes the balcony an outdoor space the cat cannot reach, and it doubles as your mosquito screen at the largest opening in the house.   • If the cat will use the balcony, the parapet and every railing gap need a barrier that runs floor to ceiling; cats climb, and a chest-height net is a hurdle, not a wall.   • Keep furniture off the parapet. A planter or sofa against the railing is a launch pad.

Main door and gate

Escapes through the front door do not end in a fall, but they end in a corridor and a stairwell, and roaming is the other thing the licence conditions are written to prevent.

  • Measure the gate gaps. Standard HDB gate bars are spaced for people. A kitten walks through; an adult cat squeezes.
  • Add a barrier the cat cannot pass: a mesh or acrylic panel on the inside of the gate, or a mesh screen across the door opening so the main door can stand open with the cat safely behind it. Whether a Door mesh suits your door and gate layout depends on the frame, so send us a photo before assuming.
  • Build the habit. Door opens, cat is somewhere you can see. Cheapest fix on this list.

Aircon ledge and the leftovers

  • The aircon ledge window stays meshed at all times. The ledge is not a balcony and there is nothing between it and the drop.
  • Rubbish chute hopper. Keep it latched. Our Sleek was designed partly for the tight recess around chutes if you want a screen there.

The whole-flat checklist

Walk the flat and tick as you go.

  1. Every bedroom and living room window meshed with a load-rated, locked screen, no edge gaps.
  2. Toilet windows and any vent openings meshed, whole opening not partial.
  3. Kitchen windows meshed with a wipe-clean mesh.
  4. Kitchen to service yard door meshed, or every yard opening barriered to the floor.
  5. Balcony sliding door meshed, or the balcony fully enclosed floor to ceiling.
  6. Gate gaps closed or the main door opening screened.
  7. Aircon ledge window meshed and never left open.
  8. Chute hopper and cable holes checked.
  9. Cat microchipped and licensed before 31 August 2026.

What it costs to do the whole flat

Frequently asked questions

Do I really need to mesh the toilet window for a cat?

Yes. SPCA requires adopters to mesh all windows including bathroom ventilation windows, and the AVS licence conditions ask for barriers wherever a cat could roam or fall. Toilet windows are small but cats reach them from the cistern, and louvres leave gaps when open. A slim boxless frame fits most toilet recesses.

Is the cat licensing deadline really 31 August 2026?

Yes. NParks confirmed in July 2026 that the two-year transition period ends on 31 August 2026 and that keeping an unlicensed pet cat is an offence from 1 September 2026. Licences are free until then; after that a fee applies, lower and one-time for sterilised cats. Microchipping is mandatory and first-time applicants complete a free online course.

Can I mesh my HDB balcony?

You can screen the sliding door between the living room and the balcony without touching the parapet, and that is what most owners do. Enclosing the balcony itself with drilled barriers is subject to HDB renovation rules, so check your flat's guidelines first. Cat safety nets and full-height mesh both work if you follow the rules.
