Cat Licensing Is Now Compulsory in Singapore: What It Means for Your Windows

If you own a cat in Singapore, the grace period is officially over. The two-year transition window for the new cat licensing scheme ended on 31 August 2026, and more than 111,000 pet cats have been licensed since the rules kicked in back in September 2024.

That is a lot of first-time licensed cat owners. And many of them are only now discovering that the licence comes with conditions that go beyond filling in a form. One of those conditions is about your windows, and it is the one this article is about.

What do the new cat licensing rules require?

Under the Cat Management Framework, every pet cat in Singapore must be microchipped and licensed with AVS. First-time owners also complete a free online pet ownership course. Licensing was free during the transition period. From 1 September 2026 there is a small one-time fee for sterilised cats, and a much larger recurring fee if your cat is not sterilised.

The numbers to know:

• From 1 September 2026, keeping an unlicensed pet cat is an offence under the Animals and Birds Act.
• New licence applications are capped at two cats per HDB flat, and three cats and dogs in total for private homes.
• Owners who do not follow the cat-keeping rules and licence conditions can be fined up to $5,000.

So far, so administrative. The part most owners skim past is the conditions attached to the licence itself.

Does the licence really say anything about windows?

Yes, and in surprisingly plain terms. AVS requires owners to ensure their cats are kept in a safe environment and to take reasonable steps to protect them from hazards, "including but not limited to installing mesh, grilles, screens or other barriers to prevent the cats from roaming or falling from height".

Read that again. Mesh is not a nice-to-have that kiasu cat owners install. It is the first example AVS gives of what a responsible owner is expected to do.

The same conditions cover the outdoors too: when your cat leaves the house, it must be kept under physical control and not allowed to freely roam, for example in a carrier or on a harness. The whole framework points one way. Your cat's world is your home, and your home needs to be set up so it cannot get out on its own.

Why an open window is the biggest gap in most homes

Singapore homes live with windows open. The heat makes closed windows a non-starter, and that is exactly why cats fall. The short version: falls happen to careful cats too, usually because a bird flew past or something startled them mid-nap.

Standard window grilles do not solve this. The gaps in HDB grilles are wide enough for most cats to slip through, which we cover in detail in our guide to cat-proofing window grilles. A barrier only counts if your cat genuinely cannot get past it, which is what the AVS wording is really asking for.

What kind of mesh actually holds up to a cat?

Not the flimsy DIY magnetic kits, and not ordinary insect netting. A cat-proof setup needs two things: a mesh material claws cannot tear, and a frame that stays put when a cat pushes against it.

New cat owner? Do the windows first

If you licensed your cat recently, chances are you adopted or bought it within the last two years and are still working through the setup list. Windows should sit at the top of it, before the fancy cat tree.
